Working undercover in a department store, where three female murder victims worked prior to their death, Officer Stacy Sheridan (Heather Locklear) befriends Karen who introduces her to the store’s security guard, Dave Manetti.

When Stacy arrives home, she finds Officer Jim Corrigan (James Darren) waiting for her. He’s learned that Manetti knew all three of the victims and each victim received obscene phone calls. Stacy remembers Karen mentioned receiving similar phone calls and she and Corrigan rush to Karen’s house. They find her dead, with the murderer fleeing in a jeep.

The following day, Corrigan finds evidence that clearly indicates Manetti is the killer, so Stacy gets Manetti to invite her out, hoping to find evidence in his van. Stacy searches his van while they are at the movies, however Manetti catches her and the police are forced to bring him in for questioning. They are convinced he is the murderer but his alibi checks out. The next day Manetti phones Stacy and invites her to dinner.

When he goes to get his van, Tony Perino (Stephen), the janitor from work, informs him that he is his identical twin brother and shoots him. Meanwhile, Officer Vince Romano (Adrian Zmed) locates Manetti’s father and he tells him about the twin brother. Sgt. T.J. Hooker (William Shatner) and Romano hurry to Manetti’s and find him seriously injured.

Perino has gone to pick up Stacy and, when the van pulls up, she gets in and finds Perino pointing a gun at her. Stacy manages to elude Perino for a moment and contact Hooker who goes up in a helicopter to try and find her. Just as Corrigan and Romano arrive on the scene by car, Hooker leaps from the helicopter onto Perino as he is about to kill Stacy.
